I have heard stories of foreigners leaving the Philippines, even for a short time, getting the Balikbayan Visa on their return. But when I tried that, January 2008, I was told something completely different. The BOI officer said that visa is only when the Filipino was living overseas, and returns. Was this a change in policy, or has it always been that way? What is your experience?
